This appointment, as I have already shown in previous dispatches, will add materially to the good order and efficiency of the Public Service in this Colony, while the small additional charge in the public revenue will be far more than recouped.
3. I did not acknowledge the telegram sooner so that I might be able to report at the same time with that acknowledgment. Mr. Lockhart was entitled to £360 for a passed ticket. This being so, Ileges in that additional charge does not exceed £750. of Assistant Col. Lawr. 2010; to the led expy of Acknowledgment he arranged unduts made in consequence of it, and which required careful consideration.
4. It has now been decided that Mr. Lockhart, in addition to his other duties, will be in charge of the Despatch Branch in the Colonial Secretary's office, and will act in accordance with the Regulations sanctioned by the Secretary of State for Mauritius. I enclose a copy of those Regulations, and I beg leave to refer to my dispatches from Mauritius, among others, but not for explanation. They are late 1972, dated 1880.
